New case management system at the Council of State in the Netherlands

Adaptive Case Management replaces custom case system at the Council of State in the Netherlands
The definitive award to Anchr (formerly AXI Software) for the realization of the new case management system 'Raadsaam' was signed on Wednesday, 16 December 2020, by Rob Visser, secretary of the Council of State, during an online meeting. The administrative law and advisory processes will all be conducted through the Anchr solution in the future.

In 2019, the Council of State held a market consultation and organised a hackathon over a week, in which five suppliers participated. In 2020, the Council of State then carried out a comprehensive selection and procurement process.
 
As a result, Anchr, then still part of AXI, received the provisional award as early as July 2020, after which an extensive verification phase followed. In various workshops, Anchr had to demonstrate the effectiveness of all requested functionalities. Additionally, extra time was spent during those workshops to carefully evaluate Anchr's solution and to learn from the 'best practices' of other authorities that went through similar processes.

The Raadsaam solution as the hub within the organisation

In the third week of January, the business analysis phase will start to implement the new solution in successive steps from mid-2021 and go live.
 
The ‘Raadsaam’ solution includes Adaptive Case Management from Anchr in combination with SharePoint Online from a Microsoft Azure Cloud environment and a digital portal for citizens and lawyers. As a central solution, Raadsaam will be integrated with around fifteen other systems through the Koppeldiensten (Enable U) within the Council of State.
